Clallam County Fire District #3 serves the community in critical moments. This newly established HR Manager role provides a unique opportunity to shape the people function of an organization built on service, trust, and teamwork.
This role goes beyond traditional HR. You’ll establish structure, ensure compliance, and help build a cohesive, connected culture across firefighters, leadership, Commissioners, and three unions.


What You’ll Do

  • Build and lead the District’s HR function from the ground up
  • Ensure compliance with Washington State employment laws
  • Serve as a trusted advisor to leadership, the Fire Chief, and Commissioners
  • Foster strong relationships across three unions and administration
  • Create clear HR policies, processes, and communications
  • Establish HR as a trusted, approachable resource

What You Bring
Required:

  • 5+ years HR experience with strong operational knowledge
  • Knowledge of Washington State employment laws
  • Ability to build trust and navigate sensitive situations
  • Strong communication and relationship-building skills

Preferred:

  • Public sector or fire service experience
  • Union experience
  • HR certification (SHRM or HRCI)

The HR Manager role reports directly to the Fire Chief and is classified as exempt. The salary range for this position is $116,000–$143,000 annually, plus a competitive benefits package including medical, dental, and vision insurance; $25,000 life insurance; retirement benefits; paid sick leave; generous vacation and holiday leave; bereavement leave; and professional development opportunities.
